Lead Trade Compliance (EMEA)

Job Summary

The Lead Trade Compliance role is responsible for promoting compliant imports and exports by Harley-Davidson, ensuring adherence to all applicable international trade laws, customs regulations, and Harley-Davidson policies. This position has primary responsibility for supporting trade compliance activities across the European Union (EU), while also providing support for the United Kingdom (UK), Middle East, United States, Asia, and other countries serviced through the European Distribution Center (EDC).

The role is responsible for planning, implementing, educating, and auditing trade compliance policies, procedures, and business processes related to import, export, customs, classification, origin determination, and regulatory compliance.

Job Responsibilities

•    Undertaken principally through training, consulting with, and advising employees and through assessments and audits of international trade practices
•    Participate in and perform training activities pertaining to import and export regulations (e.g., related to classification of goods; embargoed and of concern countries; license applications; denied parties screening; completion of export and import documents; etc.)
•    Monitor, review and interpret the regional / market regulations in order to maintain compliance in the context of ongoing operations
•    The position will manage the preparation and submission of applications import and export licenses, customs/classification rulings, advisory opinions, customer approvals, technical assistance agreements and other related government submissions and/or documentation for the region(s) / market(s)
•    Interface with internal and external customers/vendors, freight forwarders/customs brokers, government agencies and other functional areas to ensure coordination of imports and exports
•    Continuously evaluate current processes and recommend relevant changes or improvements to increase efficiency/productivity
•    Promote and support compliance with applicable import, export, customs, and trade regulations across the European Union (EU), United Kingdom (UK), Middle East, United States, Asia, and other countries supported through the European Distribution Center (EDC).
•    Undertake compliance activities principally through training, consulting with, and advising employees, as well as conducting assessments and audits of international trade practices.
•    Participate in and perform training activities pertaining to import and export regulations, including tariff classification, country of origin requirements, sanctions and embargoes, denied party screening, licensing requirements, and import/export documentation.
•    Monitor, review, and interpret regional customs and trade regulations to ensure ongoing compliance with changing regulatory requirements.
•    Lead and support customs classification activities, including management of EU Binding Tariff Information (BTI) rulings and maintenance of Harmonized Tariff Schedule (HTS) classifications.
•    Manage and support country of origin determinations, including EU Binding Origin Information (BOI) applications and documentation requirements.
•    Prepare and submit applications for import and export licenses, customs rulings, BTI requests, BOI requests, advisory opinions, customer approvals, technical assistance agreements, and other government submissions required to support regional operations.
•    Partner with internal stakeholders, external customers and suppliers, freight forwarders, customs brokers, and government agencies to ensure compliant movement of goods across international markets.
•    Provide trade compliance guidance and support for business activities involving the Middle East, EU, UK, U.S., Asia-Pacific, and other global markets.
•    Continuously evaluate trade compliance programs, processes, and controls and recommend improvements to increase efficiency, reduce risk, and support business objectives.
•    Support and create a defendable compliance program by means of audits, investigations, corrective actions, recordkeeping, and regulatory inquiries as needed

•    Typically requires a minimum of 8 years of related trade compliance experience
•    Excellent analytical and organizational skills, including the ability to collect, structure, analyze, and communicate data
•    Strong communication skills – both written and verbal
•    Ability to work in a team

•    Perform duties with minimum supervision
•    Ability and desire to work in a highly dynamic and changing regulatory environment
•    Strong computer skills
•    Fluency in English, another language would be advantageous
