Job Summary

 

Regulatory Compliance Lead (Compliance Lead) is responsible for managing regulatory compliance issues related to Harley-Davidson Financial Services, Inc. (HDFS) and subsidiaries, with a particular focus on Eaglemark Savings Bank (ESB) and Harley-Davidson Credit Corp. (HDCC).  Duties include research aimed at analyzing established and emerging regulatory requirements, research and providing regulatory opinions regarding the impact of proposed activities that support ESB's objectives and bank charter requirements, as well as the objectives of HDCC and its regulatory requirements. The Compliance Lead also has responsibility for developing and managing, as appropriate, programs, forms and procedures that satisfy the requirements for financial institutions and developing and assisting process owners with implementing policy, procedures and forms language and methodology that both satisfies the regulatory requirements yet is a vehicle to satisfy business objectives. This position also conducts annual training-needs assessments, developing a training proposal and coordinating and managing training delivery, as appropriate, with company training department to ensure effective training while managing periodic regulatory compliance reviews


Job Responsibilities

 

  • Provides counsel to management and Boards of ESB and HDCC regarding policies and procedures to ensure they comply with regulatory standards and consumer protection regulations.
  • Manages the regulatory review of forms, advertising and disclosure materials.
  • Monitors and manages regulatory risks by performing compliance reviews and maintaining compliance documentation.
  • Provides analysis, disseminates information and makes value-added recommendations regarding legislative activities that effect the business and assists management and Boards with necessary regulatory corrective action.
  • Develop compliance risk assessments for ESB and HDCC
  • Manages regulatory and state examinations and other audit related activities related to ESB and HDCC, including follow-up of open regulatory issues to successful resolution.
  • Develops an annual schedule of compliance reviews for operational units and manages the self-assessment process, ensuring that appropriate execution and documentation are achieved then follows up on corrective actions.
  • Develop an annual training needs assessment using a Regulatory Matrix, which describes the impact of regulatory requirements on the various business groups and publishing an annual training needs assessment matrix which identifies the appropriate delivery methodology for each training requirement (e.g. CBT, video, classroom style, etc.) for senior management's approval.
  • Working with line management and training department in establishing a feasible compliance training schedule in concert with requirements and in line with business objectives while reviewing the effectiveness and making recommendations on changes where appropriate.
  • Performs some additional compliance duties as assigned for other HDFS entities. 
  • Ensure the documentation and records of training efforts are properly maintained.
  • Protection of information and compliance with the law are paramount. Protecting employee, customer and corporate information is everyone's responsibility. Further, it is the responsibility of all employees to maintain awareness and understanding of relevant laws, regulations, internal policies and procedures, and to comply with all of them.

 

Education Requirements

 

  • HS Diploma or GED Required
  • Bachelor's Degree Preferred
  • Certified Regulatory Compliance Manager (CRCM) certification is a plus


Experience Requirements

 

Required

 

  • Typically requires a minimum of 8 years of related experience
  • Experience in the financial services industry, working with issues relating to regulatory compliance.
  • Experience in dealing with line management and regulatory agencies
  • Strong knowledge of consumer and business regulatory requirements
  • Basic knowledge of the regulatory process
  • Experience in dealing with issues of corrective action and controversy

The pay range shown represents the national average pay range for this role. Your pay may be more or less than the stated range and is dependent on your geographic location and level of experience.
